Not nice!
To have a secure source of munitions at the outset of WWII the Brits arranged for a few plants in the USA. Material on one side – the side away from anything – was thin wood. The rest was of a more substantial construction. When something went wrong the thin wood side blew out leaving the rest of the building functional. A few days and the plant was producing again.
The source of the (Harper Adams University?) problem is obvious. Sinking cows’ poo is explosive but the current generation has grown up thinking they are smarter than the last generation. They could use a refresher on Murphy’s Law. Your military likely has those old plans in an archive. Have a look.

Anything with an explosive tendency/capability should be housed in a facility designed with ‘blow-out panelling’.
This is basic engineering.
Also the facility should have been bunded.
Once again basic design!
