Did climate change cause the floods in 1954?

Snow storms in Winnipeg, Manitoba, Canada generated depths and accumulations up to the eaves of some houses in the 1950’s. Flooding occurred in the following spring leading eventually to the construction of bypass waterways.

It may have done, but that climate change wasn’t due to AGW, or CO2, maybe just natural climate change, as it does – flooding is normally prevented by not building on flood plains and keeping drainage maintained

A few years ago a stream flooded Llanberis high street, put the Surgery out of action for months. Reason… yep, zero maintenance of the stream bed.
Once upon a time there was a County Clerk and a deputy, a few managers and a comprehensive workforce, now top heavy, expensive bureaucrats and depleted workforce. And people wonder why the UK is failing.
